EMS 2.1 – Excise Management System Phase 2.1

Descriptions: This project involves a complete redevelopment of the National Excise system to greatly increase its functionality, flexibility and robustness. EMS21 modules include:
- Registration and Licensing: licensed warehouse keepers, tax warehouses, registered consignor, registered consignee, temporary authorized trader, exempt end-user, small brewery/winery, mandatory registered company, excise tax representative, etc.
- Declarations: excise declaration (energy, oils; alcohol; tobacco; automobiles), daily warehouse movements log; recapitulative declaration
- Direct Trader Input: electronic submission of excise declarations, warehouse logs and recapitulative declarations by traders; related messages and processing
- Financials: tracking of excise duties (due to excise declarations, inspection findings, penalty fiches, penalty ordinances, receiving of banderoles), payment orders, paragons (bank transaction records), trader excise accounts
- Guarantees: guarantee management, maintenance of guarantee limits and states, financial securitization of an excise operation
- Refunds: management of refund request, refund decisions, financial calculations
- Banderols: (these are paper stickers issued by BCA that are used by traders to demonstrate paid excise duty of commodity products such as alcohol bottles, cigarette packs, etc.)
- Control: operative and post-transaction (follow-up) control of excise operations
- Register Management: certificates, confirmed international contracts, means for technical control (used by the Control processes), marking of kerosene and gasoline, denaturation of alcohol
- Reports: generation of operative and statistical reports for various business objects
- Administration: company register, user roles and access rights, reference data (nomenclatures), user action audit
- Integrations:
- Bulgarian Integrated Customs Information System (BICIS) for bank paragons
- System for Exchange of Excise Data (SEEDv1) for synchronization of trader register and common reference data
- Excise Movement and Control System (exchange of excise operation data in the common domain) for checking of guarantee sufficiency, registration of electronic Administrative Accompanying Documents (e-AAD)
